Requirements

Education
    • Masters in Public Health (MPH) will get preference.

    • Degree of Medicine (MBBS) from a recognized institution.

    • Registered and licensed to practice by the Country’s Medical Board.

      Experience

        Responsibilities & Context

        Purpose:

        The Community Health Manager will support and supervise the Community Health workers (CHWs) for community-based disease preparedness and response activities. They will provide support for operating IRC PHCC, BEmONC centers in existing IRC health care facilities. Key responsibilities of the Community Outreach Manager include capacity building of CHWs/volunteers, facilitate community awareness raising sessions and community dialogues with key collaborators, establishment of community led COVID-19 and other communicable disease case identification, referral, and follow-up mechanism etc.

        In the event of a major humanitarian emergency, the role holder will be encouraged to work outside the normal role profile and be able to vary working hours accordingly. They will supervise a network of community volunteers and traditional birth attendants and work closely with the other members of the reproductive health team.

        The Person will be responsible for the implementation of educational and promotional activities as well as conducting all community awareness / mobilization activities related to Reproductive Health (RH) for women and girls.

        Major Responsibilities

        • Engage in collaborator mapping, social network analysis, analysis of enablers and barriers to pro-health behavior, and other similar activities to support planning and decision-making at the community level.

        • Build a strong network of contacts with community leaders, imams, and other key collaborators at the field level.

        • Arrange for sensitization sessions with camp coordinators, heads, and mollahs to discuss the specifics of the program's overarching goals with a focus on NCD and communicable disease related issues.

        • Collaborate closely with CHWs and volunteers to detect probable cases of NCD and communicable disease, send such cases to nearby health care facilities, and follow-up with high-risk populations.

        • Coordinate and keep track of CHWs' and volunteers' routine fieldwork, including home visits and community gatherings.

        • Provide support when needed for NCD and communicable diseases of concern community-based surveillance (mortality, unusual incident, rumor, complaint).

        • To plan and lead focus groups with beneficiaries and other representative community groups to get their opinion and make sure that the communities receive the results of their suggestions or issues.

        • Maintain effective communication and coordination with INGOs and other IRC staff.

        • Coordination with sector, MOH for implementation of research project.

        General:

        • As vital by the program and organization, participate in meetings, trainings, seminars, and workshops.

        • Act as IRC's representative as needed.

        • Be prepared to assist IRC in Bangladesh in the event of a natural disaster or other emergency.

        • Complete any additional tasks as and when required by the Supervisor.

        • Liaise with other volunteer groups; Community mobilizers (CoMs), protection case workers, to ensure referrals to health facilities are efficiently performed.

        • Identification and referral of all Persons of Concern (POCs) with acute cases that require medical attention to the center of health, liaise with porters and stretcher services available for facilitate night-time referrals.

        • Follow-up referrals and vaccinations of pregnant women.

        • Share information on available health services and referral pathways (including nearest 24/7 health facility).

        • Defaulter tracing (e.g., ANC/ PNC, EPI, NCD)

        Accountability:

        • Accepts responsibility for making decisions, optimally using resources, and upholding and exemplifying IRC's values.

        • Holds the team and partners accountable for carrying out their duties, giving them the freedom to do so in the method that best suits them, supplying the required training to increase performance, and implementing suitable sanctions when objectives are not met.

        Deliverables:

        • Supervise community volunteers and traditional birth attendants during planned community activities.

        • Take the lead in training the training of community volunteers.

        • Report any insecurity incidence timely to security focal person
